Understanding the Environment
Pacific Systems was engaged to develop a long-term strategic asset management and facility development plan for a major infrastructure operator in Victoria, Australia. The asset environment is characterised by an extensive, high-consequence industrial footprint operating adjacent to vast, multi-use buffer zones. The site encompasses a wide security perimeter and active grazing area alongside a dedicated vegetation conservation zone possessing recognised strategic biodiversity values. This interface involves complex stakeholder dynamics, including operations personnel, commercial tenants, and external third parties.
Governance must strictly align with critical infrastructure protection regulations, including security-under-design principles, and environmental policy frameworks. The core operational constraint involves safeguarding high-consequence storage and distribution infrastructure while managing large, distributed land tracts that lack continuous technical surveillance. This creates distinct interdependencies between environmental land stewardship, public-access risk vectors, and primary facility protection. Minimising vulnerability vectors at the perimeter was essential to mitigate unauthorised access risks, thereby supporting the overarching operational resilience, asset protection, and safety objectives of this high-consequence energy distribution hub.
The Challenge
The peripheral zones presented significant security vulnerabilities, primarily driven by gaps in access control and perimeter intrusion detection systems. The lack of active surveillance capabilities and technical security controls within the vegetation conservation zone, combined with inadequate physical barriers across the grazing sectors, created a compromised security perimeter. If left unmitigated, these capability gaps posed severe security risks, potentially exposing adjacent critical infrastructure to sabotage, trespass, or collateral operational disruption. Furthermore, uncoordinated visitor management and a lack of vehicle tracking within these buffer zones diminished situational awareness, escalating operational liability and threatening regulatory compliance.
Our Approach
Pacific Systems executed a targeted security risk assessment and spatial analysis to systematically identify and address these vulnerabilities. Utilising systems engineering and root-cause analysis, the team evaluated existing boundary control deficiencies, physical security systems, and blind spots in the surveillance network, while auditing vehicle access control points.
Stakeholder engagement workshops were conducted with operations managers and land management personnel to align physical security upgrades with operational workflows and land-use requirements. This technical analysis was synthesised against critical infrastructure protection standards and state environmental policies governing biodiversity zones. Pacific Systems then designed a comprehensive risk mitigation and security framework. This framework prioritised the deployment of integrated surveillance systems, the reinforcement of physical security barriers, and a structured space utilisation review, effectively aligning short-term capital investment with long-term security governance and defence-in-depth principles.
Outcomes and Impact
The engagement delivered an actionable roadmap to strengthen the site's physical security posture and optimise land assets. Key outcomes included significantly enhanced situational awareness through targeted surveillance placement and reduced threat exposure across peripheral zones.
The organisation achieved robust corporate governance and enhanced executive visibility over critical infrastructure vulnerabilities and risk profiles.
