Pacific Systems was engaged to deliver a comprehensive strategic roadmap for an Australian energy infrastructure provider operating a major regional logistics and transmission hub in Queensland. The operational landscape of the hub represents a critical and highly integrated node within the national energy transmission infrastructure, serving as a primary interconnection point for multiple major networks. The site environment is operationally divided into complex inside battery limits, containing the high-pressure transmission assets, and outside battery limits, which encompass the crucial supporting facilities, control units, and logistics networks.
Managing this environment requires navigating multi-layered governance frameworks, strict corporate workplace guidelines, and stringent federal regulations regarding hazardous materials. The system relies on precise technical coordination across three primary facilities. Because these operations are highly interdependent, any structural or regulatory failure within a single control unit creates immediate risks to broader regional situational awareness, transmission reliability, and commercial continuity. Within this broader network master plan, addressing critical asset integrity risks associated with the core unit switch and control infrastructure emerged as a vital element to safeguard continuous regional operations and maintain strategic corporate compliance.
The Challenge
The primary challenge centred on a critical unit switch and control module, an essential operational asset imported to the facility around 2015. Site investigations revealed significant structural degradation, including rusted-out doors that compromised weatherproofing and security. More critically, the structure was found to contain asbestos, which prevented standard maintenance and replacement of the damaged components.
Because asbestos is a strictly prohibited material under Australian import and customs regulations, this asset created serious regulatory compliance exposure and risk for the operator. Furthermore, the building suffered from severe operational constraints, notably an inadequate document handling setup where vital technical schematics and manuals were stored directly on the floor.
